Who is consider bilingual? Bachman's Model of Language Competences?

It’s my first time to look up the ideas of Bachmen’s Model, and it doesn’t really surprise me. A language learner needs to apply the language not only correct vocabulary and grammar but also an appropriate reaction to both attitude and behavior. There is the other very complicated component involved in a language competence, as now we knew as pragmatic competence. According to the criteria of illocutionary and sociolinguistic competences, so-called bilingualism is hard to meet the standard in my view. Take a reflection of my mother tongue, speaking even has no grammar at all sometimes.

This definition of Language competence in Bachmen’s model is clear and holistic, even if it is not reachable for most L2, but it sets a goal for educators and learners, and brought up an issue to expand our concept of language competence: the purpose of communication is not just expression, actually the functions speakers intend to perform through their utterances matter too!

So it points to many aspects we should concern, the setting of communications, relationships among the conversation, which taboos should be avoided, and specific attitude is conveyed, and those factors can nurture us in the right track to develop integral skills of language learners.
